Help answer the question about mobile web design

Mobile web sites…?
This is a web design question. I'm fairly familiar with HTML and Javascript and I'm currently designing a web site. Are mobiles pages simply HTML pages that have been formatted to look good on lower-resolution screens or are there special scripting languages that make better use of mobile phone and PDA web browsers?
WML looks like its mainly for WAP browsers, would this be necessary for Smartphone browsers like on a Blackberry or WM platform? What is the advantage of WML?

Youtube and Facebook's mobile sites appear to be using a combination of XHTML and PHP.
