I use WebPlus X2 and I have to say that this program is awesome. Basically whatever you want to see on a page, you could do in Webplus and it costs under a 100 dollars. I have tried Dreamweaver and Expression, but nothing compares in terms of the professional output for the minimal amount of time it requires to publish… Good Work Serif!!

Try http://www.homestead.com. They have a number of templates there and you can start your website quite easily. They do hosting for around $5. a month. You can try them for 30 days for free.

A template is quite easy to change to your needs if you take a little time to learn the 'language'. You can ask questions of others here on how to do something to make the change, or look at another person's website, view their source code, see how they did it and copy.
